Institutional Structure

1. Specialized Technical Committee for Youth, Culture and Sports (STC-YCS)

The Specialized Technical Committee for Youth, Culture and Sports (STC-YCS) โ€“ previously known as Conference of Ministers is the highest organ of the African Union Sports Council. The STC-YCS is made up of Hon. Ministers of Youth Culture and Sports for all 55 AU Member States and meets every two years as provided for in its Rules of Procedure.ย 

Article 14 of the AU Constitutive Act provides for the establishment of Specialised Technical Committees (STCs) across a range of thematic areas. Under article 14, the STCs are responsible to the Executive Council. STCs are organs of the AU in accordance with article 5 of the AU Constitutive Act. Each STC develops Rules of Procedure to define its detailed activities and functions and submit these to the AU Executive Council for approval.

2. Sport Advisory Board

The AUSC Sport Advisory Board is second to the STC-YCS and is made up of the Chairpersons of the five (5) AU Sports Council Development Regions at the expert level, the Coordinator for the African Union Sports Council Secretariat, Chairpersons of the three (3) Technical Committees and representatives from ANOCA and AASC. ย 

The mandate of the Sports Advisory Board includes considering different aspects of sport on the continent; recommending strategic/activity plans for the Commission and Regional Economic Communities; advising the STC-YCS on emerging issues and other matters related to sport; advising the Commission on the implementation of decisions by Member States; making appropriate recommendations on the Host Country of the African Games for consideration by the STC-YCS; recommending members of the Technical Committees to the STC-YCS for consideration; and carrying out any other functions assigned to it by the STC-YCS.ย 

3. Technical Committees

In line with the Statute of African Union Sports Council, there are three (3) Technical Committees that are part of the Organs of the AU Sports Council. These are: Technical Committee on Sports for Development, Technical Committee for Finance and Technical Committee for the African Games.ย 
These are the structures that are responsible for providing specialised technical guidance and support the Secretariat and report to the Sport Advisory Board.

The Statute of AU Sports Council explains the composition and mandates of each of the three (3) Technical Committees.

I.ย  Technical Committee on Sports for Development :

The Technical Committee on Sports for Development is made up of different stakeholders from the African Sports Movement. Its mandate includes promoting specialists such as sports scientists, promote anti-doping, promote inclusivity and equity in sports particularly involving women and girls and persons with disabilities. The Committee is also responsible for promoting sports for development (S4D) with a broader aim of ensuring that sports significantly contribute towards African Union Agenda 2063โ€™s aspirations of the Africa We Want and carrying any other functions assigned to it by the Sport Advisory Board.ย 

II.ย  Technical Committee for Finance :

The Technical Committee for Finance is made up of representatives from the 5 AU Sports Council Regions, the AU Sports Council Secretariat and the African Sports Movement. Its mandate includes considering financial matters of AU Sports Council, consider statements from AU Sports Council, operational and programmes budgets, mobilise resources and carry out any other functions assigned to it by the Sport Advisory Board.ย 

III.ย  Technical Committee for the African Games

According to the Statute of AU Sports Council, the Technical Committee for the African Games is composed of representatives from the AU Sports Council, African Union Commission, representatives from ANOCA and AASC and experts in different areas required in the organisation and management of the African Games. The mandate of the Technical Committee includes overseeing the overall organisation and management of the Games in collaboration with the Local Organising Committee (LOC).ย 

4. The African Union Sports Council Development Regions

Composition

The African Union Sport Development Regions are aligned with the geographical distribution of the African Union as approved by the Executive Council and endorsed by the Assembly of the Union.
There are five (5) African Union Sport Development Regions, namely, Northern, Western, Central, Eastern, and Southern.

The geographical distribution of the five (5) Regions is as follows :

  • REGION 1 (Northern Africa) : Algeria, Egypt, Libya, Mauritania, Morocco, Tunisia and Saharawi Arab Democratic Republic.
  • REGION 2 (West Africa) : Benin, Burkina Faso, Capo Verde, Cote dโ€™Ivoire, Gambia, Ghana, Guinea, Guinea Bissau, Liberia, Mali, Niger, Nigeria, Senegal, Sierra Leone and Togo.
  • REGION 3 (Central Africa) : Burundi, Cameroon, Central African Republic, Chad, Congo, Democratic Republic of Congo, Equatorial Guinea, Gabon and Sao Tome & Principe
  • REGION 4 (Eastern Africa) : Comoros, Djibouti, Eritrea, Ethiopia, Kenya, Madagascar, Mauritius, Rwanda, Seychelles, Somalia, South Sudan, Sudan, Tanzania and Uganda.
  • REGION 5 (Southern Africa) : Angola, Botswana, Lesotho, Malawi, Mozambique, Namibia, South Africa, Swaziland, Zambia and Zimbabwe.ย 

Organs of the Union Sports Development Regions

Each African Union Sport Development Region has the following organs :ย 

  • The Conference of Ministers of Sport of the Region;
  • Executive Committee of Experts from Member States of the Region; and
  • The Secretariat of the AU Sport Development Regions (Regional Secretariat).

Each Region develops its own strategies, structures, programs and resource mobilization mechanisms within the objectives and mandate of the AUSC. The Representatives of AUSC Secretariat, ANOCA, Sport Confederations and Associate Sports Bodies attend the meetings and activities of the Organs of the AU Sport Development Regions as members in an advisory capacity.

The Regional Secretariat is the administrative structure of the Region responsible for carrying out the tasks inherent in the missions assigned to the Regions and must submit an annual report to the AUSC. Each Region decides on the Host Country of the Permanent Regional Secretariat.

5. The Secretariatย 

The Secretariat

The Secretariat is the administrative organ of AUSC located in Yaoundรฉ, Republic of Cameroon. It provides substantive day to day management of AUSC through professional, administrative and logistical support that initiates programs, studies and convene meetings, webinars and conferences considered essential for the implementation of programs and activities entrusted to it by the Sports Advisory Board.ย 

The Secretariat is headed by a Coordinator who is assisted by professional, technical and administrative staff who are all employed by the African Union Commission in conformity with the general policies and guidelines of the African Union.
